Club Penguin has released Chapter 3 for the Operation Blackout. Here's what you are going to need to do.

First go through the vent that is up here.



Then you are going to follow the arrows that lends to the next room.



You will now be in the room where the system security stuff is. Click on the screen with the lock on it to play Security Terminal.



You will now have to move the security blocks to get the key out. Just play around with it until you get it right.



One you are done, you will have gained access! You have now completed Chapter 3! Well done.
